TRAINING RBQ PREPARATORY COURSE
The module is divided into four main topics covered in the three-hour RBQ exam for subcategory 2.3:
- Definitions and types of systems: Units of measurement (gal/min, psi, W), technical terminology related to hydraulic structures (slide gate, riser, diaphragm tank), analysis of pumping curves, and characteristics of different types of pumps (injection pumps, submersible pumps, variable-speed pumps).
- Legal and regulatory framework: The ministry’s role in approving construction projects, certification bodies (BNQ, CSA, NSF), the Environmental Quality Act, and the scope of permitted work.
- Plans and estimates: Interpretation of sectional details, analysis of cost breakdowns (plumbing, electrical, pumping systems), and assessment of the compliance of the premises and equipment with the information initially gathered.
- Standards and Work Execution: Selection of appropriate components (pump, piping), safe excavation of trenches, management of the concrete collar and slide gate, disinfection of the structure, priming of the system, and repair of defective components.

THE OBJECTIVE OF THIS TRAINING
The primary objective of this training is to enhance general knowledge of construction and enable contractors to apply best practices. More specifically, it aims to improve participants’ knowledge and reinforce the importance of effective project management for contractors carrying out work related to:
- The fundamental principles of groundwater pumping systems, including the concepts of pumping capacity, operating pressure, basic hydraulics (flow velocity, friction), and electricity (for selecting wiring).
- The legislative, regulatory, and standard-setting framework, particularly a thorough understanding of the Groundwater Abstraction Regulations and the relevant sections of the Canadian Electrical Code and the Plumbing Code pertaining to connections.
- Reading and interpreting plans, diagrams, and specifications to determine the characteristics of the building and the water intake structure (depth, total head), assess pressure losses, and determine the route of the supply line.
- The proper performance of construction work related to the installation, assembly, and maintenance of pumping systems (pipes, strainers, surface or submersible pumps, diaphragm tanks), without encroaching on the exclusive specialties of master pipefitters or electrical contractors.
- Diagnosing problems (premature wear, reduced flow), repairing systems, and strictly enforcing health and safety regulations on the job site (trenches, lifting equipment).
Frequently Asked Questions (FAQ)
Subcategory 2.3
: Groundwater Pumping Systems Contractor
What is subcategory 2.3 of the RBQ?
Subcategory 2.3 (Groundwater Pumping Systems Contractor) is a specialized contractor’s license. It authorizes construction work that is not exclusively reserved for master plumbing mechanics and electrical contractors, and that involves groundwater pumping systems as well as similar or related work.
Which RBQ exams are required for subcategory 2.3?
To obtain this license, the prospective licensee must pass the core curriculum exams (Administration, Construction Site Safety Management, Project and Construction Site Management) as well as the specific exam on Construction Work Execution (ETC) for subcategory 2.3.
What other types of work are included in subcategory 2.3?
This license authorizes, among other things, the installation of systems comprising pipes, strainers, and pumps (both outdoor and submersible) that supply water to the interior of a building. It also permits the installation of the water supply pump indoors and the electrical maintenance of the system, such as the replacement of relays or pressure sensors. Note that drilling requires subcategory 2.1, and connection to the plumbing system falls under subcategory 15.5.
What skills are assessed on the ETC 2.3 exam?
The RBQ’s on-site work inspection, which lasts three hours, is divided into four main evaluation categories:
- Definition and types of systems.
- Legal, normative, and regulatory framework.
- Reading and reviewing estimates.
- Standards and workmanship.
