2. Scope
These terms apply to every purchase made from GSC, whether on rbqlicence.com (the "Site") or through a GSC representative. They complement the Terms of Use, which govern access to the Platform.
If you buy for personal purposes, you are a consumer within the meaning of the Consumer Protection Act (the "CPA") and the protections it provides apply, even where a clause herein says otherwise. If you buy on behalf of a business, in the course of its activities, the CPA does not apply and these terms alone govern the contract.
By placing an order, you confirm that you have read and accepted these terms.
3. What we sell
Member subscription. Access to the member benefits described on the Site, including the licence bond where applicable, for a period of one year.
Training. Access to an online course, offered on the Site or through the Lära learning platform. A course is made up of several modules and is sold as a whole.
RBQ support. Preparation of the licence application and guidance in your business structure choices with a view to obtaining a licence from the Régie du bâtiment du Québec ("RBQ").
The content, the access period and the specific conditions of each product are stated on its page or on the quote before purchase.
4. Ordering
On the Site, an order goes through the following steps: product selection, cart, identification, choice of payment method, order review, confirmation. You can correct your order before confirming it.
The contract is formed when GSC sends you the order confirmation or the invoice by email. This document describes what you bought, the price, the taxes and the payment method, and refers to these terms. It is sent to you within 15 days of the formation of the contract.
GSC may refuse or cancel an order in the event of an obvious pricing error, suspected fraud or product unavailability. Any amount collected is then refunded.
5. Prices and taxes
Prices are in Canadian dollars and shown before taxes. GST and QST are added at payment and shown separately. The applicable price is the one displayed at the time of the order.
GSC may change its prices at any time. A change does not affect orders already confirmed or the current subscription period.
6. Payment
Accepted payment methods:
- credit card and debit card, through Stripe on the Site or with a representative;
- bank transfer;
- cheque;
- cash, in person.
Card payments are processed by Stripe. GSC does not keep your card details.
Access to the product is activated upon receipt of payment. For a bank transfer or a cheque, access is activated once the funds have cleared.
7. Member subscription
Term. The subscription is entered into for one year from the date of payment.
Renewal. The subscription does not renew automatically. Before it expires, GSC contacts you to offer a renewal. The subscription is renewed for one year upon receipt of your payment, at the price then in effect. Without payment, it ends on its expiry date.
Cancellation. The subscription is non-refundable. If you choose to end it during the year, the cancellation takes effect immediately and you lose access to the member benefits from that date. If your subscription includes a licence bond, the end of the subscription ends the bond, which may affect the validity of your licence.
End of the subscription. When the subscription ends, you lose access to the member benefits. Your account on the Platform remains active.
8. Training
Access. Access to a course is personal and non-transferable. It is valid for 4 months from the purchase. Courses hosted on Lära require an account on that platform, which is created automatically from your GSC account.
Certificate. A certificate is issued at the end of the course. It only confirms that the course was completed and guarantees no result with the RBQ or any other body.
Cancellation and refund. You may request a refund for a course within 30 days of purchase, provided that no module has been started. An administrative fee of $150 plus taxes is withheld from the refund.
If a training binder was given to you, the refund is conditional on returning the binder to GSC, in good condition, at your expense, within 5 days of your refund request.
After 30 days, or as soon as a module has been started, no refund is granted. A course is sold as a whole: modules cannot be cancelled or refunded separately.
9. RBQ support
Nature of the service. GSC prepares and completes with you the licence application to the Régie du bâtiment du Québec ("RBQ") or, as the case may be, to the Corporation des maîtres électriciens du Québec ("CMEQ") or the Corporation des maîtres mécaniciens en tuyauterie du Québec ("CMMTQ"), and guides you in your choices to structure your business with a view to obtaining the licence. GSC undertakes to provide these services with diligence and competence.
Your statements. The information entered in the licence application is the information you provide. You are responsible for its accuracy. GSC has you sign a statement to that effect before the application is filed.
No guarantee of result. GSC guarantees neither the acceptance of the file, nor the granting of the licence, nor success in the exams. These decisions rest exclusively with the RBQ, the CMEQ or the CMMTQ. Processing times and exam scheduling are set by these bodies and GSC has no influence over them. GSC is not responsible for a refusal, a delay or a verification imposed by these bodies, nor for any opinion given on the acceptability of a file.
Residential construction guarantee. General contractor licences in subcategories 1.1.1 and 1.1.2 also require accreditation with the Garantie de construction résidentielle (GCR). This step is entirely your responsibility and is not included in the support service.
Fees of the bodies. When GSC collects on your behalf the fees required by the RBQ, the CMEQ or the CMMTQ, it does so only to centralize the payments and remit them to the body in your name. These fees are not GSC fees and carry no GSC taxes. They are refunded to you in full if they have not yet been remitted to the body. They are non-refundable once the application has been filed. The exam application is sent by GSC after these fees have been paid in full, unless you ask in writing to postpone this step.
Bond. The licence bond included in the member subscription is issued when your file is sent, because the body requires it to process the application. Keeping the bond depends on keeping your subscription. The annual renewal of the licence with the body and the renewal of the bond are two separate steps, each with its own fees.
Cancellation. You may end the support service at any time by written notice to . The fees for the work done up to the receipt of the notice remain due. Once the application has been filed with the body, the support fees are non-refundable.
10. Consumer rights
The provisions of this section apply only to distance purchases made by a consumer, for example on the Site.
If GSC did not provide you with the information required by the CPA before the contract was formed, you may cancel the contract within 7 days of its formation. If GSC did not send you a written confirmation within 15 days, you may cancel it within 30 days of its formation. Cancellation is done by written notice to . Any amount paid is then refunded within 15 days.
11. Liability
GSC undertakes to provide the products and services described. To the extent permitted by law, GSC is not liable for indirect damages arising from the use of the courses, tools or services, or from decisions made in reliance on their content.
Nothing herein limits the legal warranties and the rights the CPA confers on consumers.
12. Customer service and complaints

13. Changes
GSC may change these terms. Changes apply to orders placed after their publication. They do not affect a subscription, a course or a support service already paid for.
14. Governing law and language
These terms are governed by the laws applicable in Quebec. Subject to public order provisions, any dispute is submitted to the courts of the judicial district of Laval.
These terms are written in French. The English version is provided for convenience. In the event of a discrepancy, the French version prevails.
